no desktop effects in Trusty

George, Synaptic is not KDE software. As I recall, it is no longer
being developed.
Muon Discover is what is provided by default now, however, since you
like Synaptic, try Muon package manager. You might like that, and it
is being actively developed and maintained, and is KDE software.
