For alpha versions it is the same as for the released versions: 
<https://bugs.launchpad.net/>. It is recommended to use the command

ubuntu-bug PACKAGENAME

in a terminal where you replace the PACKAGENAME appropriately. If you 
don't know the package name, you can also use the program path instead 
of the package name.  That command will also collect some useful 
information about your system and append it to the bug report.
