what program controls entries in resolv.conf?

that specific file is used, read and written to by low level systems
(namely the glibc system), any changes you want to make should be done to
/etc/reslovconf/resolv.conf.d/head as the other file will be overwritten
rather quickly. an example command is here:

sudo nano /etc/resolvconf/resolv.conf.d/head
