How to restore accidentally deleted system tray Desktop Settings icon?

Removing the widget does not uninstall it from the system, you'd have to 
uninstall it via a package manager - along with a whole lot of other things :)
(I just tried to see if it was uninstallable like the ones you add from the 
Get New Widgets tool) Unless of course you have found a bug :(

you might try using the command 'kbuildsycoca4' (as a normal user) which 
rebuilds the KDE system configuration cache. This might put the missing 
widget's info back into the tool.
