At a command prompt: 

   akonadictl stop

Or, with the GUI:

   Click the triangle in the system tray to reveal the hidden icons
   Right-click "AkonadiTray"
   Choose "Stop Akonadi"

Can't help you with this one, sorry, as I've never had to deal with local 
.ical files.
