Upgrade Kubuntu 12.04 to 13.04

I guess that you are talking about going from one LTS to another? It is 
supposedly possible to go from 10.04 to 12.04 but not from any other 
release inbetween, 11.10 of course being the exception as it is directly 
before 12.04.

If so it should be 14.04 if they keep on releasing LTS every second year 
- that intention has been stated by Canonical. And then it should not be 
Quantal but something on S. Snappy Something perhaps, who knows?

As for Whysky I have no idea.
