Upgrade Kubuntu 12.04 to 13.04

Hello everyone,

Are Kubuntu upgrades the same as Ubuntu upgrades (e.g. you cannot 
upgrade to Ubuntu 12.04 from 10.10)? Will it be possible to upgrade 
directly from Precise to 13.04 when it becomes available, after Quantel?

Oh, one more thing: Has something happened to Whysky? Someone else has 
been responding to my emails, and from a different email account, 
telling me that he has made the whole mailing list mad, so whoever is 
sending the messages is forbidding Whysky from emailing the group 
anymore. Thanks!
