Default config path setting for Kgpg is out of date

All,

Please go vote for Launchpad bug 919460 to fix a problem with kgpgrc. Prior 
versions of Kgpg ignored the incorrect config path setting; the version of Kgpg 
included in Precise now enforces that the setting be correct -- which it 
isn't. Thanks.
