I think I have the same problem. But it's sort of the opposite of the
bug you linked. Stop (not just leave -- stop) an activity, and the
applications running on it keep running. Any process viewer will show
them alive and well, but they're invisible to the task bar (even if 
said task bar is configured to show windows from all activities). 

Actually, this has now stopped happening and been replaced by a
task bar twitching crazily with task items moving around at 
some fast, computery speed. Fun :D
