panel always start w wrong size

I am not sure we are talking about the same thing... I mean the panel 
normally placed at the bottom of the screen where you place the Task 
Manager, system tray, menu etc on. There is no titlebar as far as I know 
and rightclicking only gives "panel options" that leads to "panel 
settings". There is a choice for "maximize panel" but it is not 
"rememberable" on my computer at least.
