No, it is not a bug but neither me nor you have the patience to wait as 
long as it would take for a keypress to register. In any way - the 
problem with this is, and have been since forever, that the "mouse 
gestures" and/or a keyboard shortcut can activate it by mistake. From my 
point of view it should be OFF (the activation that is) by default and 
only be switched on by a user/installer who so wishes.

It seems (if I read correctly) that it is a matter of accidentally 
holding down the shift key for too long or during login.
