Open Office upgrade??

Its a choice that ubuntu makes that once a release goes out, to change it as little as is possible (by which I mean security updates or major bugs only). I suggest you look at

Of course the distro could be operated in a different way, with say a more flexible view to updates. In the same way its your choice to use ubuntu...

Not that I was recommending it (just citing an example of a distro with a different mentality to updates), but your personal opinion on Fedora has no bearing at all on my opinion of it, or whether not not I choose to recommend it to anyone.
