glacial window management on karmic

Hmmmm...

This is extremely obnoxious, and I can't find anything obvious that's wrong...

Following my upgrade to karmic:

1. dragging windows around the screen is annoyingly slow;
2. yakuake and other windows are perceptibly delayed before displaying

Does anyone have any suggestions as to how to get mack the zippy desktop
that I'm used to?

ATI Radeon HD 4670 (worked fine on jaunty). No compositing enabled (indeed,
karmic won't even LET me enable compositing, though jaunty did).

I haven't changed any related settings (although maybe the upgrade did).

Looking in the hardware drivers tool, it says that the ATI/AMD proprietary
fglrx driver is "activated but not currently in use". I don't see any way
to activate it (nor do I know whether that would be a good idea, although I
*think* that it was being used in jaunty).
