I'd argue that point, C, if well written, will beat C++ any day.  Only 
occasionally will C match assembly, and that would be assembly from someone 
who doesn't _know_ assembly.  And experienced assembly coder will beat the 
other languages, often by orders of magnitude.  The modern C compiler is 
pretty good though.
