Yes, it is the "kres-migration" tool.

The restart button is greyed out. I can only start it. But there are
mysql processed running... Strange...

I do not have any Akonadi ressource. The kde ressource like address book
and calender are plain files.
If I try to create an Akonadi ressource I get the same Akonadi starting
error...
