Skype Bandwidth Cosumption?

After a considerable amount of pain I have Skype Sound + Video working from 
the repos on Karmic Beta 1 :) Now can chat to my parents in New Zealand. The 
Logitech WebCam E3500 actually works pretty well.

Once concern is that a remember a fair amount of fuss with regards to Skype 
peer-peer usage consuming your bandwidth even when offline, so long as the skype 
client is still running. With my cap at 7GB/Month this is a big issue.

Is this still an issue if behind a Firewall? I have my router set to block all 
incoming connections and allow all outgoing.
