I just made a computer for four kids in Sri Lanka and had no problem adding
them to the 'admin' group. The KDE user manager you are talking about is
KUser, right?
You probably already have the user created so open up KUser, highlight the
user then click the edit icon on the top of the window. Under the groups tab
in the new window, scroll down until you get to the 'admin' group and check
that, Click the OK button, exit KUser and now that user can do updates and
such.
