What is x configuration and how do I go about correcting a problem in the x configuration?

Now I don't know if I still have javascript errors anymore.  I just upgraded 
to kde3 Rc2.  Now when I open Konqueror, it opens OK, however when I try to 
move to another site, I get  the Error: 

The requested operation could not be completed
Cannot Initiate the http Protocol
Technical Reason: Unable to Launch Process
