I had the same with a new PC. 

Go to the account and select Modify.  Under the sending tab you have a box 
that says 'Encryption' with three options available.  I believe the default is 
set to NONE.  There is a button 'Check what server supports'. Click there to 
get the proper setting on the encryption.

Gmail for example requires SSL encryption for sending; otherwise I had the 
same message as you on the screen.
