I used to see a problem that could be described as what you're seeing.
In my case it was related to having the "Blur" effect turned on in my
"Desktop Effects." Bring up "System Settings", select "Desktop", go to
"Desktop Effects" and then select the "All Effects" tab. Look through
the list and see if you have any effect checked that has "Blur" in the
name and turn it off. Interestingly enough, it seems like the "Blur"
effect is no longer available in KDE 4.3 - perhaps they couldn't get
it to work right so they took it out.
