Terrible video performance: ATI w/ proprietary driver

I have been running Kubuntu 8.04 Hardy for several months with the
proprietary ATI driver with no problems. This weekend I reinstalled
Hardy and although I am using the same ATI driver, the video
performance is terrible. Compiz is sluggish, video cannot be played at
x2 speed, and Google Earth complains about OpenGL due to video driver
issues. Even opening graphics-laden PDF files is sluggish to the point
where I cannot use them.

How should I go about troubleshooting this?
