I have the same problem.  For me, it affects the tray icons, not the 
task switchers.  The rectangle overlaps some icons, but not completely, 
that is it may be centered over one icon and only covering half of the 
adjacent icons.  It seems to grow, shrink, move and sometimes disappear. 
  the icons function in spite of this, and I don't recognize them enough 
yet to identify them without a tool tip, anyway.

All of this nonsense should have been in KDE 3.9.x or something.  It is 
shameful to have them in a x.2 release.
