Allowing a window to be adjacent to edge that is associated with a panel?

I tried that yesterday, and it doesn't work. The next time I start the
application, it reverts to being below the panel :-(
It does work fine for windows that are not at the same vertical position as
the panel, but not in the case that I'm confronted with.
