Oh, that was easy: On my KDE 4.2.2 machine I changed the setting and the 
command "ls -ltr ~/.kde/share/config|tail" revealed the kwinrc file to 
be the one I was looking for. I made a copy of the file and then changed 
the setting again. Finally "diff -u kwinrc ~/.kde/share/config/kwinrc" 
revealed the ElectricBorders entry to be the wanted option. And the 4.3 
machine had the entry "ElectricBorders=2" ...
