I think you misunderstand him. Port 631 is:
$ grep 631 /etc/services
ipp 631/tcp # Internet Printing Protocol
ipp 631/udp
And it's used by cups. I think he is trying to run the P2P program
Localhost from http://p2p.cs.mu.oz.au/software/Localhost/ is that
right?
I haven't tried to to run it but the test page on there site also give a error.
