There is also similar program to Inkscape - it's Xara Xtreme:

To install it under Kubuntu (in multiverse repository):
sudo apt-get update && sudo apt-get install xaralx xaralx-examples xaralx-svg
Both Inkscape and Xara Xtreme has similar and also unique features and together are great programs.
There is also Synfig, which is meant to animation but can be used also for drawing:
