Depends. I just upgraded from 8.04-KDE4 to 8.10, and here's what I had to do:
1. In 8.04, your KDE settings folder is .kde4, in 8.10 it's .kde. So before
you log in to KDE for the first time, drop back to a terminal and "mv .kde4/ -t
.kde/" or it won't find your settings.
2. If you've got hand-compiled programs (I run the svn version of Krusader,
but also any compiled Plasmoids or whatever) "sudo make uninstall" them before
upgrading and install them fresh afterward. I did not do this with Krusader,
and some renamed libs in Cmake meant I couldn't do it afterward and had to
uninstall by hand using the InstallManifest.txt file. It was massive PITA.
3. You may or may not need to reinstall your printer. I've been having trouble
with mine.
