This is quite true, with KDE, at least.  A year or so I was invited to join 
the KDEev which makes these sorts of decisions because I was contributing a 
lot of support on the kdepim-users list.  I was invited by one of the primary 
coders for that product, and supported by several others.  Nonetheless, my 
application was rejected because I am not a coder, not responsible for a 
project, and therefore, unknown to the rest of the ev which de facto consists 
of coders only.
