I also recently built a new computer. I did not use the Asus mb or AMD
cpu etc.
When I did my first powerup I also nearly had a heart attack because the
lights came on and the case fans spun up and the cpu fan did not start
immediately as I expected. Then after about 3 seconds it did start up
and then shut down again. I cold not turn it off fast enough fearing the
same outcome as you expressed.
I did recheck all my connections and I did recall hearing 1 beep. I
expect 1 beep to be the normal startup signal. So after I was convinced
that everything was properly connected I held my breath, crossed my
fingers, said a very sincere prayer, and powered up again. It started up
in the exact same way and I resisted the fear and let the computer
startup. In another 3 seconds the cpu fan started up a second time and
continued to run. It ran fine.
It seems my rig after I have powered off the mb will start, stop and
restart the cpu fan. It was all new to me and there was nothing in the
manual to warn me about this.
Your mileage may vary and I don't want to encourage you to do anything
that may damage your computer.
You could try to google for the problem (e,g, cpu 1 beep no cpu fan) or
post to a news group that answers questions about building pcs like
alt.comp.hardware.pc-homebuilt.
Good luck
