Dolphin can't save bookmarks

Here's the error message:

Unable to save bookmarks in 
/home/billie0w/.kde/share/apps/d3lphin/bookmarks.xml. Reported error 
was: Permission denied. This error message will only be shown once. The 
cause of the error needs to be fixed as quickly as possible, which is 
most likely a full hard drive.

It's not a full hard drive.

Probably just need to set the permissions for that file. Going to look. 
Yuppers. Says the file belongs to Root and I don't have permission to do 
squat with it. Just need to change owner  [ somehow - sudo chown 
something or other I suppose ]. While I was in 8.10/4.1 Dolphin didn't do it
