How Can I Stop KDE from Cycling Windows with the Mouse Wheel?

KDE 3.5.10 on Kubuntu 8.04, but earlier versions are affected too.
When the mouse pointer (Logitech MX510 with standard Kubuntu driver) is
all the way to the right of the document, web page, etc, instead of
scrolling down the mouse wheel cycles though all open windows.
Here's what I've tried so far:
System settings --> Mouse. Nothing to change.
System settings --> Desktop --> Behavior --> Mouse Button Actions. Set
"Middle button" to "No Action".
System settings --> Window Behavior --> Titlebar Actions. Set all "middle
button" and "wheel events" to "nothing".
System settings --> Window Behavior --> Window Actions. Set "middle
button" to lowest setting of "activate" (there is not any "disable" / "no
action" setting).
All the above failed miserably (no effect).
System settings --> Window Behavior --> Window Actions --> Advanced. Set
"Focus stealing prevention level" to "high". This finally stopped the
lower windows being brought to the top, but otherwise it failed. The
document / web page I'm trying to read no longer scrolls, and the task bar
flashes annoyingly for my attention. So it is not the solution that I'm
looking for.
I've Googled extensively, but I cannot find any relevant results.
Is there any way to stop the mouse wheel from cycling through windows?
