I'd disagree - if it's possible for the remote store to be that large, it
needs to be possible to set the KMail timeout high enough to tolerate it.
Unless there's some specific standard set out in the POP3 RFC that says a
list has to be delivered in "X" seconds (seems unlikely to me) then it's an
error at KMail's end.
