Not, I think, by default.

I could be wrong - it's certainly configurable as you suggest - but iirc the
default is to only show the tray icon for _unread_ messages (that's
certainly what I get - same with the akregator icon - but I may have set
that myself).

In any case, I used to hang out on the kde-pim list, and I can attest that
it wasn't unusual to have users asking why KMail never seemed to start...
