It does on my system (KMail 1.9.5 (using KDE 3.5.5)) - I use it a lot.  But you have to be in the sent mail folder when you set it up.  

My own desktop is running Debian Etch.  Perhaps that is the difference?  Perhaps KUbuntu has removed it for some reason.
