Yes, you can delete them by any means that you prefer: in Konqueror,
in Konsole, or even butterflies [1].

Linux was designed as a multi-user OS, so your program settings are
stored in your home directory. Therefore, removing and reinstalling an
application will not remove your settings. This is different from
single-user operating systems (such as MS Windows) which make little
or no distinction between system files and user files. It is this very
reason that Linux is (in theory) more secure than Windows [2].

[2] In reality there is no security difference in this regard for a
single user machine, even on a multi-user OS, as a compromised user
account is just as dangerous as a compromised system.
