Probably both HAL and ACPI. ACPI is reporting a battery that doesn't exist,
and the power manager applet - after hal restarts - is displaying exactly
what ACPI reports, so the applet would seem to be working properly.
Why you would have to restart hal to get that, I don't know. The DBUS
restart should have accomplished that anyway (it restarts HAL) but they
should both have been functioning fine after your reboot where acpid
started properly.
