Kubuntu vs. Ubuntu

It's not there in the /etc folder! I was finally able to get the icons on my desktop by going to System Settings, Disk and Filesystems, but when I click on them now, it says I don't have access rights to them. Now I can't even get to the storage media choice, it has locked me out. Help!
