Konqueror can't connect to http://localhost/ if eth0 down

This bug may be what you are seeing:
https://bugs.launchpad.net/ubuntu/+source/kdebase/+bug/112244
There is a workaround for it mentioned.
I remember a couple of folks talking about it in #kubuntu-devel, but nothing 
further than the suggested fix.
