Konqueror can't connect to http://localhost/ if eth0 down

Does anybody have a clue what the mechanism is that prevents Konqueror
finding _any_ website if there's no active network connection?

The 'lo' interface is up: 
# ifconfig lo

Both Firefox and telnet will happily connect to my local web server on
localhost:80, yet konqueror says:

"Could not connect to host http://localhost/."

I _do_ need to be testing this stuff on Firefox, but I'd far rather use it
only as a final check - firefox is too much of a resource pig to want to
run it all the time.
