Konqueror can't connect to http://localhost/ if eth0 down

Does anybody have a clue what the mechanism is that prevents Konqueror
finding _any_ website if there's no active network connection?
The 'lo' interface is up:
# ifconfig lo
lo Link encap:Local Loopback
inet addr:127.0.0.1 Mask:255.0.0.0
inet6 addr: ::1/128 Scope:Host
UP LOOPBACK RUNNING MTU:16436 Metric:1
RX packets:14598707 errors:0 dropped:0 overruns:0 frame:0
TX packets:14598707 errors:0 dropped:0 overruns:0 carrier:0
collisions:0 txqueuelen:0
RX bytes:2044771500 (1.9 GiB) TX bytes:2044771500 (1.9 GiB)
Both Firefox and telnet will happily connect to my local web server on
localhost:80, yet konqueror says:
"Could not connect to host http://localhost/."
I _do_ need to be testing this stuff on Firefox, but I'd far rather use it
only as a final check - firefox is too much of a resource pig to want to
run it all the time.
