Kubuntu 7.04: panel settings broken

Hello!

I added two PNG-pictures about KDE panel settings and used red oval to show the place, where one
menu is missing. This is in Estonian language but hopefully understandable:

This dialog window can be opened by righ-clicking on the taskbar and choosing "Configure panel".

Has anybody any glue, what's wrong and can it fixed?
