Have you tried the GIMP?  I think it is preinstalled, but if not, try
"sudo apt-get install gimp" in a terminal window (or just search for
it using adept).  I think that you should be able to keep the aspect
ratio using the GIMP.  To resize the image, open GIMP, open the file,
in the new window click "Image" on the menu bar, and then "Scale
Image."  Play around with it and see what happens.
