Where is Kcontrol?

Thanks Bruce..I got it thanks.  You click on the panel and click on
"Configure Panel" then click on the MENU icon at left then check off
"settings" in the list at right.  I don't have clue why this hasn't been
intergraded into the System Settings menu within the Kmenu???
