I searched the KDE forums and finally found something similar. It was reported 
that the screensaver would not start if power management (in the Control 
Center under "Display") was disabled. I tested this on my system and it 
appears to be the issue.

I've looked in the KDE Bug list, and I don't see this issue reported. I've 
just entered it into the database.
