This can be done with the firewall software. Here we have our Kubuntu by
adding the Kubuntudesktop to an Ubuntu install. Firestarter is installed
by default. This can be done in the firewall rules from a gui.
Firestarter is started by default if you are not on dialup but fails if
ppp is not configured and started, It is pretty permissive by default,
rquires sudo to change settings which are intact until changed again.
(on startup rules stay intact even without starting the GUI for
firestarter)  We have grandkids so we have looked hard at
this,...Addresses can be permissive with a blacklist or  a whitelist
only. We actually have the Linksys router on our network configured to
only have time limited access from the computers in their bedrooms, so
they can't sneak on in the night.
