The module System Services could not be loaded

Something's bad wrong with this Edgy fresh installation.

1. I can't add a printer. Actually the printer that was there is gone.
 From the KDE GUI add a printer is greyed out. localhost:631 shows two
printers, an Epson which is really there and a Canon which is not. There
are only generic drivers listed for the Epson, however.

2. Trying to enter System Services from the GUI gives me "The module
System Services could not be loaded. The diagnostics is:
Possible reasons:
    an error occurred during your last KDE upgrade leaving an orphaned
control module
You have old third party modules lying around

Check these points carefully and try to remove the module mentioned in
the error message. If this fails, consider contacting your distributor
or packager.

The small "Querying system service status" window hangs at 0%.

I Googled the error and found only one site mentioning it. Following the
suggestions there, I did the following:

sudo apt-get --fix-missing update => nuttin' honey
sudo apt-get --fix-missing update => same
sudo apt-get --fix-missing update => third helping

I haven't a clue how to even begin to diagnose this one.
