It would be far better to actually attach a link to the bug - according to
launchpad 127696 is an Evolution bug
(https://bugs.launchpad.net/ubuntu/+source/evolution-exchange/+bug/127696)
that could hardly be related to KMail.  If that's a KDE bug-tracker
reference, then nobody's told Ubuntu about it...

As it is, since the referenced you've given says "[PATCH]", there really
should be a patch there, that at least one person believes fixes the
problem.
