I believe that there is a configuration panel for the keyboard which
should be able to solve the problem. There is a setting that should
specify the type-rate (or something like that) so you can tell the
computer how fast to recognize key-presses. I believe that it can be
configured from kcontrol or maybe System Settings. I would check for
you, but I am at work right now.

P.S. I have no idea why it would take 3 seconds to recognize that a
key is pressed, but IIRC someone else on the list had a similar
problem a while back and I think they fixed it through their keyboard
settings in KDE like I suggested.
