Newbie Questions

I've been looking through some of the documentation and have a, 
hopefully, simple question. For several things it says:

> To launch Synaptic, from the System menu choose System → Administration → Synaptic Package Manager. 

Not necessarily for Synaptic all the time but that's the one I had open 
at the moment.

OK, here's my problem. I don't have "System > Administration > ......".

I have Kubuntu Feisty 7.04. According to adept, etc., all updates are up 
to date.
