I am a bit confused what you are asking.  Some dvd players will read and
write part of the disk at up 18x  They play back movies at 1x.  If the drive
is combo dvd/cd some drives will read or write part of the time at the
maximum they are rated for but again playback is 1x.

If your drive is to noisy your options are limited.  You may buy a lower
noise drive and or use rubber grommets to isolate all metal of the drive
including the screws from all metal contact with the computer case.
Isolation of that sort is usually found built in only on expensive specialty
cases.  Otherwise do it your self is your option. At full read or write
speed optical drives tend to be noisy.
