That´s weird...it´s in my KMenu (of course, I´m still using 
Dapper...always a later upgrader,
waiting for all the major bugs to be worked out first, since my business 
depends on my machine).
Anyway, right click on the desktop, choose ¨run command¨ and type in 
¨kcontrol¨, and you will
have KDE Control Center.
Alternatively, you should be able to enter the same command in a 
terminal with the same result.
